An introduction to the problem of unemployment in market societies, this course will explore the sources of the problem, its social and economic consequences, and the range of economic and social-welfare policy responses that governments have pursued in response to it. The recognition of access to decent work as a human right in international law will receive particular attention along with the question of whether it is possible for governments to secure the right. The United Sates economy will serve as the focus of study throughout the course, but the lessons drawn from that example should be applicable, with limited modifications, both to other countries and to state and local governments within the United States. Neither any pre-requisites nor any prior knowledge of economic theory or the law will be assumed on the part of students who enroll in the course.
