Biography

Professor Coombs teaches courses on criminal law, criminal procedure, and sentencing. An expert in criminal law and procedure and in family law, he conceived and drafted the federal Parental Kidnaping Prevention Act.
A former chief counsel of the Pennsylvania Crime Commission, Professor Coombs has published extensively on the Parental Kidnaping Prevention Act and issues of criminal law.  He also writes and periodically updates course materials, in which he summarizes and explains the readings he assigns in his various courses, in order to have sufficient time for student discussions of the realistic problems he presents to his classes.
