CONSTITUTIONAL DRAFTING
Drafting problems can impede state constitutional reform, as even well-intentioned constitutional changes may, by virtue of problems in the design of constitutional provisions, fail to achieve their desired effects. In contrast, well-designed provisions can eliminate uncertainty and can reduce the need for expensive and time-consuming litigation. To address the technical problems associated with constitutional reform, the Center for State Constitutional Studies is developing a manual for state constitution drafters.

The primary authors of the manual will be Robert F. Williams, Associate Director of the Center and Distinguished Professor of Law, Rutgers University-Camden, and Frank P. Grad, Joseph P. Chamberlain Professor Emeritus of Legislation and Director Emeritus of the Legislative Drafting Research Fund, Columbia University School of Law.
